Assessment of Capacity Development of Management Information Systems at the National University of Rwanda

Sida has been supporting National University of Rwanda (NUR) for many
years. The current agreement ends in 2010, and in preparations of a new
agreement from 2011 an evaluation was done. The evaluation showed that
low efficiency in NURs internal processes (planning, M&E, human resource
management, financial management, registration of students,
administration of examinations, etc).

In order to mitigate the issues identified in the evaluation, NUR has in
cooperation with Netherlands organization for international cooperation
in higher education (NUFFIC) developed a proposal.

The proposed program states that the Centre for Innovation in Education
& Training (CINOP) has been awarded a contract  to partner with the
National University of Rwanda (NUR) for the implementation of an NPT
programme with the objective to establish an ICT based Management
Information System. CINOP has scanned the market for and made a
comparative assessment of BMS software solutions for tertiary
educational institutions. The assessment  lead to the pre-selection of a
software offered by Integrated Tertiary Services (ITS) in South Africa.

Sida now wishes to get a second opinion (assessment) on the proposal.

The assessment shall answer the following questions:
- Assess if the plan is feasable, are there any risks or other issues
not identified or properly mitigated in the proposal
- Assess and describe the pros and cons of a standardized large scale
proprietary system versus a tailor/custom made system
- Identify and describe 2-3 alternative open-source MIS with regard to
functionality, usability, portability, maintainability, interoperability
with other systems, total cost of ownership, and references to
installations of identified open-source systems.

The expert will need to following competence and experience:
- At least 3 years experience from MIS from university/higher learning
institutions
- At least 3 years experience from developing and operating open-source
applications, preferably regarding MIS
- At least 3 years experience as a project manager of systems
development projects

Delivery date:
The assignment need to be fully delivered before April 22 2010.

Interested experts shall in their answer clearly specify that they
fulfill the requirements stated in the section competence and
experience and that the assignment can be delivered not later than
April 22 2010. The answer shall contain a CV of each expert.
